CALIFORNIA - U.S. President Joe Biden reiterated his stance that Chinese President Xi Jinping is a dictator while speaking to reporters after speaking on agreements made by the two leaders after they met on Wednesday during a press conference addressing a flurry of issues, including resuming communication between the two country's militaries, and curbing the current fentanyl crisis in the United States.
