North Korea has been fortifying its border since spring 2024, following declarations of hostile relations between the two states. This project includes installing barbed wire fences and anti-tank barriers. Similar crossings have occurred since June 2024, prompting repeated South Korean responses.

The timing coincides with the Ulchi Freedom Shield joint military exercise between South Korea and the United States, running from August 18 to August 28, 2025. North Korea condemned these drills as provocative in a separate statement. Diplomatic channels remain limited amid strained relations.
