WHITE HOUSE — On June 28, the White House issued a proclamation that declared an emergency over the availability of sufficient fertilizer supplies to meet expected agricultural demand.

A fact sheet released the next day described the measure as a step to protect America’s food supply and support domestic agricultural production through suspension of certain duties on those imports.
The June 28 proclamation found that fertilizers remain essential for crop yields and that food production underpins human health, farm security, and major sectors of the economy.
It noted that even brief interruptions carry serious consequences and that reliable domestic output serves both economic and national security.
The document pointed out that farmers apply more than half of annual phosphate fertilizer use between fall and early spring ahead of the next planting season. It stated that predictable sources must be secured to meet U.S. demand during this window.
Global supply chains for phosphate fertilizer have faced disruptions from conflicts in producing regions and trade actions by major supplier countries, according to the proclamation.
