MOSCOW - The Russian Ministry of Defense has reported that one of its patrol ships belonging to the Black Sea Fleet fired warning shots at a Palau-flagged cargo vessel after the captain did not respond to Russian demands to inspect the ship heading to the Ukrainian port of Izmail.
