MOSCOW - Speaker of the Russian House Vyacheslav Volodin said that the state Duma Council will be discussing the revocation of the ratification of the Comprehensive Nuclear Test Ban Treaty after he said Russian President Vladimir Putin, "raised an important issue that concerns the security of Russia and its citizens".
