The satellite launch was jointly carried out between Iran's Revolutionary Guards' (IRGC) space program and Iran's civilian space program. Iranian state news reported that the name Sorayya means Pleiades, which is a constellation in space.

“Sorayya was launched by Qaem 100 satellite carrier which relies on solid fuel and has been developed by the Islamic Revolution Guards Corps (IRGC),” IRNA stated, adding that it’s the first Iranian-made satellite to be put into space above 500 kilometers (310 miles).
