KOREAN PENINSULA — Kim Yo Jong, department director of the Central Committee of the Workers’ Party of Korea and sister of leader Kim Jong Un, released a press statement through the Korean Central News Agency (KCNA) on October 19 stating that the situation along the southern border is very unstable and that North Korean military leadership is examining the deployment of more tactical strike means along that border as a preemptive and suppressive measure, as well as the resumption of loudspeaker broadcasting against the Republic of Korea (ROK).

Loudspeakers mounted on buildings in Kijong-dong formed part of North Korea’s border propaganda apparatus for decades.

The statement, titled “We don’t say empty words about protection of our sovereignty,” attributed the instability to what it termed the reckless behavior of ROK military forces, which it said had fired warning shots with automatic rifles and large-caliber machine guns and conducted warning loudspeaker activity under the pretext that North Korean personnel involved in fortifying the southern border had crossed the borderline.
